An ability can be cast at any time outside of combat, or during the tanuki's turn when in combat. In the latter case, casting an ability is instantaneous (as long as the tanuki has enough TB), and does not end the turn. Multiple abilities (or multiple instances of the same ability) can be chained at the same time as well, as long as there is enough TB to spend.
