* Be willing to enforce the laws on all sapient life; all sapients can be protected by the law, but all can be punished for breaking it as well.
If all conditions are met, a town's mayor may contact the Police to sign a Standard Law contract, which will grant that town's local Town Security the ability to call the Police for backup.

All laws and rules covered by Standard Law are in one of four categories, ordered by importance. The higher the category, the harder the punishment for breaking a law in it.
