Sangi was born and raised in the town of Yurai, growing up listening to stories of youkai settlers and adventurers, quickly becoming interested in politics and the condition of youkai across the world. His interest in politics coalesced in 450, when he presented his candidacy to the Yurai mayoral elections, running on a campaign promising the unification and strengthening of the youkai people and communities. Sangi won in a landslide, gaining 77% of the votes, as well as a new nickname: "Black-Eye", after the color of his third eye.
Three of his childhood friends, Daiki Haraguchi, Sayu Tawara, and Yuriko Hirota, all Yurai natives, became his closest staff mates. Together, alongside other unknown friends and acquaintances, they formed what is now known as Task Force "Mind's Eye" (作戦部隊 「心眼」, sakusen butai 「shingan」). The original purpose of this task force was to act as an information-gathering group, designed to centralize and address every problem that the citizens of Yurai were experiencing. However, Sangi had ulterior motives; he wished for the Task Force to be more than that, and he aspired to be far more than just Yurai's mayor.
A year later in 451, it is believed that Sangi met with the mayor of Mippei Yosai, for reasons yet unknown at the time. In Triema of the same year, Mippei Yosai established Task Force "Divine Edge" (作戦部隊 「神刃」, sakusen butai 「kamujin」 and opened a new facility, the Training Center (講習会場, koushuukaiba), intended to be a combat training and recruitment center for youkai fighters. Originally, this facility was believed to be a singular training center for town security and internal law enforcement, as Task Force "Divine Edge" was composed entirely of Mippei Yosai TownSec members.
